Where the line actually sits

Everything from the meter back to the street connection, the service main and its termination, is Level 2 work, and it legally requires accreditation as a Level 2 Accredited Service Provider, on top of a standard electrical licence.

Why some switchboard upgrades need a Level 2 ASP

A straightforward switchboard upgrade that doesn't touch the service main is Level 1 work. But many upgrades, particularly older properties where the consumer mains also need replacing, or where a three-phase conversion is involved, require work right up to and including the point of connection. That crosses into Level 2 territory, and it needs someone specifically accredited for it, not just a standard electrical licence.
